There is considerable evidence that children who are adopted
are at great risk (because of various pre-adoptive experiences) for
developmental and social-emotional difficulties that would make them eligible
for special education services. Nonetheless, even though a high percentage of
foster children currently participate in early intervention, children who are
adopted are under-referred.
